B.S. trying to do a tower from standard timbers made of 3 circles hanging of a central pole with cables 
wrapped in canvas.

why canvas? 
does it need to be waterproof? 
canvas can be made waterproof. ye
why timber? 
why 2by1? 
you are trying to do a perfect shape out of something that is making it comlicated, rather than something that naturally bends into circle. - polycarbonate for example. you could use kite material, saw the shape, make pockets and fill them with hoops. SO simple! yes it is a bit more expensive than timber but so much easier, makes more sense and is lightweight. 

Or you could make it out of Plywood sheets.  They come in 1.5 by 3m. Put two next to each other.
Cut out your big circle, than the beauty is, the next circle is the one within and the next one within. and whatever else you need to cut out, cut out and fold , deliver to site and unpluck from the stencil. 


(which is what Pliny was doing for Haiti! makes so much sense)
