Cuernavaca is also known as "Eternal Spring" as it gets - throughout the summer months - steady rainfall. Every day between 5 and 6pm a storm would come and the city would be covered in layer of water.
The roofs in the area are all flat.
The water supply is provided by water tanks on every roof.
It did strike me, why would not anyone collect the falling water from the already flat roofs and put them in the already installed water tanks, the already non-drinking water supply would be just the same, just for free.
I still havent found out why.
